Highlights:

Vision: The vision for Village on the Waterfront includes 600+ residential condominium and townhouse units and a town square with 37,000 square feet of retail space.  The proposed vision for the retail space includes a restaurant, gym, spa, coffee shop, office and other retail businesses.

Waterfront Area: A public park, boardwalk and mooring dock will be featured along the waterfront.  A small building is also being proposed within the dock area as a kayak rental shop and office space. 

Regional Bike Path: The existing regional bike path along the southern and eastern boundaries of the site will be extended along Waterfront Drive.

 

 

Vehicular Access/Roadways: Access to the site is currently located at the intersection of Lyon Avenue and Veterans Memorial Parkway.  A round-about is being proposed for traffic control at this location.  The second access will be a new roadway called Waterfront Drive which will run parallel to the Providence Harbor, connecting to the new Warren Avenue access.  The total roadway network on and off site is approximately one and a half miles.

Parking: Every building will feature underground parking for residents. Public parking will also be available along all roadways, and larger surface parking around the retail town square.

Height Restriction: The City of East Providence has worked to create a Waterfront Development Plan with specific height and view requirements that maximizes views of the waterfront and provides view corridors for the adjacent neighborhoods.

Phasing: Construction on the site is projected to occur in five phases, each of which will include an average of 100 residential units. 

Village on the Waterfront, LLC is developing a vibrant new 25-acre waterfront community along Veterans Memorial Parkway in east Providence, Rhode Island that will help "bring the waterfront back" to local residents. A new mile-long public roadway, called Waterfront drive, will provide public access to new parks, boardwalks, boat moorings an extended regional bike path and a kayak launch facility along a stretch of waterfront that has not been accessible to the public for nearly 100 years. Village on the Waterfront will be one of the largest new developments in Rhode Island featuring 600 condominiums and townhouses, a community center and retail town square, with nearly every unit facing the Providence Harbor and downtown skyline.

Phase I involves a total of four buildings, which incorporates 125 residential units and 37,000 square feet of retail-commercial, (space includes clubhouse components).  There will be a total of 468+ parking stalls, 289+ private stalls and additional 179+ public stalls for visitors to the commercial and residential units.

Proposed Phases II to V includes approximately 480 residential units.  Village on the Waterfront, LLC is working with the City of East Providence to determine the exact parameters of these phases. 

History/Brownfield Site: The site was previously used as a light petroleum storage facility. From 1909 to 1984, Gulf Oil’s operation of the terminal included the receipt, storage and distribution of refined petroleum products.  The 27+ storage tanks on site were removed in the late 1980s to early 1990s. This Brownfield site is currently owned by Chevron.  Chevron has been working with various local regulatory agencies, completed a Site Investigation Report with the Rhode Island Department of Environment (RIDEM) and is submitting a Remediation Action Work Plan (RAWP) to clean up the site.  Coastal Resources Management Council (CRMC) has also been involved with the review process and has issued a Preliminary Determination and Maintenance Permit for further on-site investigation.  For more than 40 years, Chevron Corporation, through its subsidiary companies Chevron Environmental Management Company and Chevron Land and Development Company, has successfully remediated and redeveloped former Chevron sites across the country in an environmentally conscious way to benefit local communities.
